This is not necessary true. The second player simply took their spin at the exact moment that the random number generator produced a jackpot. It is not the number of spins but rather the timing of the spins that dictates whether or not the random number generator will produce a jackpot spin.
Slot machines are looser or tighter during certain times during the day?
This is not true. The pay out rate is set by the software creator (Playtech, Microgaming, Vegas Tech, etc) and cannot be changed by casino operators.
